Brigham City strives to maintain a "bare pavement" policy during the winter months. This helps provide a safe driving environment.

Some things to be aware of during and after a snowfall:

By City Ordinance, vehicles, campers, trailers, etc. must be off the road to allow the snow plows to do their jobs. Moving your parked vehicle is for your own protection as well as aiding the Street Department in effectively removing snow from the street. Anything left on the road is subject to being towed at the owner's expense.

  • Roads are plowed by priority, with schools, emergency services, hospital, and more heavily traveled roads having the highest priority. If snowfall is heavy, priority areas may be done multiple times before getting to the lowest traffic use areas.
  • During a heavy snowfall, plowed roads may be covered with snow again while other roads are being cleared. When this happens, the road will look unplowed for the length of time it takes to clear other roads and return a second time.
  • Stay at least 200 feet behind the snowplow
  • Never attempt to pass a snowplow. If you tailgate or try to pass on a narrow road, you have a high probability of damaging your vehicle, whether from the road salt or a collision. If you cannot see the driver in his rear view mirror, he cannot see you. 
  • Don't get between snowplows when they are plowing in tandem.
  • In order to achieve the "bare pavement" goal, the snow plow will be by at least two times, and perhaps more. If you are aware of this, you can either be prepared to shovel smaller amounts of snow out of your driveway in shifts, or wait until you are sure they are done and do it all at once. Our drivers are just doing their jobs to make sure the streets are safe.
  • Finally, if you see snowplow drivers at the quick stop with a cup of coffee and the snow is piling up, remember that they may have already been on the job for many hours. Driver safety includes a break and a bite to eat.

    Brigham City Ordinance 24.01.020 states:

    A. No person shall park or allow to be parked a motor vehicle, trailer, camper, or any other obstruction on any street in Brigham City ... during a period of forty-eight (48) hours immediately following any snowfall on the streets of Brigham City. In the event of sequential snowstorm activity, the time period will commence at the first snowfall and end forty-eight (48) hours after the conclusion of the latter storm. Any motor vehicle, camper, trailer, or other object parked in violation of this requirement shall be presumed to be so parked by the owner unless the registered owner by competent evidence shows that the vehicle was so parked by some other individual and without the owner’s permission or knowledge.

    B. Police officers are authorized to issue citations to individuals violating the foregoing paragraph. In the event of an apparent repeat offender, or if the vehicle or object creates a serious maintenance or safety problem, then the vehicle, trailer, camper, or other object may be impounded. The owner shall be responsible for all costs of towing, storage, and any other incidental expenses incurred as a result of said impoundment.

    C. A violation of this section shall be considered an infraction punishable by a fine up to $500.

    D. It shall be a defense to a prosecution hereunder if the defendant can show that the vehicle for which the citation was issued was parked in front of the individual’s residence and that the individual is a tenant, rather than an owner of the residence, and that the rental property has no off-street parking for the tenant and constitutes a non-conforming use which existed prior to the enactment of the City zoning ordinanaces.
